Ministry of Agriculture and Rural Affairs Announcement No. 982: Approves seven new feed additives and adds three feed ingredients.

In accordance with the Regulations on the Administration of Feed and Feed Additives and the Measures for the Administration of New Feeds and New Feed Additives, the Ministry of Agriculture and Rural Affairs has convened the National Feed Review Committee to evaluate the application materials submitted by applicants for new feed and new feed additive products. The Committee has decided to approve seven new feed additive varieties, to recognize significant changes in the production process of one feed additive variety, to expand the scope of use for eight feed additive varieties, and to supplement and revise the Catalogue of Feed Raw Materials. The relevant matters are hereby announced as follows.
I. Approval of Seven New Feed Additive Varieties
Quinic acid (derived from ginkgo leaves), Bacillus velezensis (CGMCC 24752), green coffee bean extract (active ingredients: chlorogenic acids and their analogs), sucralose, cholesterol (derived from lanolin), Atractylodes macrocephala extract (active ingredient: Atractylodes polysaccharides), and ferrous dextran are hereby approved as new feed additives, and their production, marketing, and use are authorized within the territory of the People’s Republic of China. Certificates for these new feed and feed additive products are hereby issued, and corresponding product standards and related testing method standards are promulgated. The product standards and testing method standards shall take effect from the date of their publication. The monitoring period for ferrous dextran shall run from the date of publication until the end of December 2029, while that for the other products shall extend to the end of January 2031. Manufacturing enterprises are required to collect data on product quality stability and its impact on the safety and quality of animal‑derived products, and to submit a report to the Ministry of Agriculture and Rural Affairs upon expiration of the monitoring period. Following the monitoring period, if no adverse reactions are reported, the products will be included in the “Catalogue of Feed Additive Varieties,” and their product standards shall be implemented in accordance with this announcement.
II. Approval of Significant Changes to the Production Process of One Feed Additive Variety
Approval granted for a significant change to the guanidinoacetic acid production process (addition method).
III. Approval to Expand the Scope of Application for Eight Feed Additive Varieties
(1) The scope of application for guanidinoacetic acid (addition method) has been expanded to include beef cattle in the finishing phase (product must be coated), with the intended effect of improving weight gain. The recommended inclusion level in total mixed rations for finishing cattle is 0.66–1.0 g/kg, based on a total mixed ration with 88% dry matter, expressed as C3H7N3O2.
(2) The scope of application for potassium diformate has been expanded to include broiler chickens, with the effect of improving feed conversion efficiency. The recommended inclusion level in broiler complete feeds is 2–4 g/kg, based on a complete feed with a dry matter content of 88%.
(3) The scope of application for magnesium potassium sulfate has been expanded to include broiler chickens and laying hens, with the intended function of supplying magnesium and potassium. The recommended inclusion level in broiler complete feed is 0.2%–0.4% (based on a complete feed with 88% dry matter), while in laying hen complete feed it is 0.13%–0.17% (also based on a complete feed with 88% dry matter), both expressed on a product basis.
(4) The scope of application for ferulic acid has been expanded to include broiler chickens, where it enhances the body’s antioxidant capacity and improves production performance. The recommended inclusion level in broiler complete feed is 100–150 mg/kg, based on a complete feed with a dry matter content of 88%.
(5) The scope of application for red amorphous elemental selenium has been expanded to include weaned piglets, with the intended effect of enhancing the animal’s antioxidant capacity. The recommended inclusion level in weaned piglet compound feed is 0.2–0.3 mg/kg, based on a compound feed with 88% dry matter; the maximum permitted level is 0.5 mg/kg, whether used alone or in combination with other selenium-containing compounds, all expressed as elemental selenium.
(6) The scope of use for marigold extract (with quercetin‑3‑O‑β‑D‑glucoside as the active ingredient) has been expanded to include laying hens, with the intended effects of enhancing egg production performance and improving the animal’s antioxidant capacity. The recommended inclusion level in compound feed for laying hens is 320–480 mg/kg, based on a compound feed containing 88% dry matter; the maximum limit is 640 mg/kg, all expressed as C15H10O8.
(7) The scope of application for bile acids has been expanded to include marine fish, with the effects of enhancing fat utilization and improving production performance. The recommended inclusion level in marine fish compound feeds is 150 mg/kg (based on a compound feed with 88% dry matter), with a maximum limit of 200 mg/kg.
(8) The scope of application for chromium picolinate has been expanded to include freshwater fish and laying hens. In compound feeds for freshwater fish, the recommended inclusion level is 0.2–0.4 mg/kg (based on a feed with 88% dry matter), with the intended effect of enhancing growth performance; in compound feeds for laying hens, the recommended inclusion level is 0.4 mg/kg (based on a feed with 88% dry matter), aimed at improving egg quality. The maximum permitted level in both freshwater fish and laying hen feeds is 0.8 mg/kg (whether used alone or in combination with other chromium compounds), expressed as elemental chromium.
